This here is a tribute to Mega Poor Man, from Dem's comics. His superpower is yelling, how very poor he is and beating his enemies with the physical form of the yell. Here he fights all his worst enemies - Super Nerd Man, the Man With Camera Eyes and the Mobster Clam.
